Director, IS - Finance & Business Operations - 989929 - HigherEdJobs

Basic Function:
Direct the overall financial management and the direction of the business operations for the Division of Information Services. Includes leadership in the following functional areas:
1. Financial Planning, Budgeting and Tracking for the IS Division,
2. Financial Planning, Budgeting and Tracking for major IS Projects,
3. Financial Planning, Budgeting and Tracking for Capital Refresh,
4. Human Resource Planning and Staffing operations,
5. Establish and Manage IT procurement strategy, processes, and procedures.
Responsible for establishing, maintaining, monitoring, and reporting expense budgets within university financial policies using accounting/budgeting controls, standards, guidelines, and tools supplied by the university finance function. Prepares the annual business plan and budget for IT function. Supervises specialized professionals responsible for budgeting, financial controls, and operation planning. Reports to Executive Director, Information Services.

Characteristic Duties and Responsibilities:
Duties/essential functions may include, but not be limited to, the following:
Manage functional short-term plans and develop long-term strategic plans, recommending policy and organizational changes needed to advance a variety of Information Services initiatives.

Manage all aspects of the general accounting functions involving all revenue, expenditure, asset, liability, and fund balance. Prepare and analyze monthly and annual financial statements and reports. Develop annual operating budget. Analyze and summarize actual operating results against the budget.

Manage all aspects of the project budgeting and tracking. Develop multiyear project budgets. Analyze and summarize actual project operating results against the budget.

Manage all aspects of the capital refresh budgeting and tracking. Develop multiyear capital refresh budgets based on existing and planned equipment needs. Analyze and summarize actual capital refresh operating results against the budget.

Develop, implement and maintain, IS strategies, plans, processes and procedures related to human resources and procurement. Analyze and summarize actual results against the planned outcomes.

Provide communications and training / development opportunities to staff as needed.

Fulfill responsibilities of human resource management including equal opportunity, affirmative action, and employee development. Coordinate and oversee personnel activities including but not limited to, recruitment, employee selection, appraisals, and evaluation.

Monitor the effectiveness of internal control procedures. Develop and implement solutions to strengthen existing procedures. Prepare and file all regulatory, management-required reports.

Serve on various university committees and task forces as assigned.

Coordinate, plan and oversee Information Services enhancement projects including facilities construction, renovation and maintenance.

Perform related duties as assigned.

Minimum Qualifications:

Education and Experience:
Bachelor's degree in Management Information Systems, Finance, Accounting or related degree. Prefer advanced degree in one of the above fields. Minimum of eight to ten years demonstrated achievement and leadership experience in financial management and business operations of an Information Services department. Preferred experience in a university environment and/or not-for-profit business environment.

Knowledge Of:
Not-for-profit finance and accounting principles and best practices
Generally Accepted Accounting Principles (GAAP)
Contract principles
Applicable laws and regulations

Skill In:
Leadership and management
Microsoft Office Suite and automated financial systems including ERP system knowledge and experience
Examining and re-engineering processes, formulating policy and developing and implementing new strategies and procedures
Communication (written, oral?- including public speaking) and interpersonal skills with demonstrated ability to interact with all employee levels
Quantitative data analysis
Preparing financial reports and budgets
Organizing projects and information/data

Ability To:
Facilitate groups and manage multiple priorities and projects
