Compression experiments lead to shocking results

Using acceleration 1 trillion times faster than a jet fighter in a maximum turn, researchers have gained new insight into dynamic compression of aluminum at ultrahigh strain rates.

Controlled shock compression has been used for decades to examine the behavior of materials under extreme conditions of pressure and temperature.

Using an ultrafast spectroscopic technique (used to track shocks on a time scale of ten trillionths of a second), Lawrence Livermore National Laboratory scientists Jonathan Crowhurst, Michael Armstrong, Kim Knight, Joseph Zaug and Elaine Behymer measured breakouts (driven by laser-induced shocks) in aluminum thin films with accelerations in the range of 10 trillion g's. The research appears in the Sept. 23 edition of the journal Physical Review Letters.

"The details of how solid materials rapidly deform on sub-micron-length scales have been the subject of speculation for decades," Armstrong said. "For the first time, our experiments can test fundamental scaling laws on time and length scales where they may start to break down at strain rates that are orders of magnitude larger than previously examined."

"In solids, a sufficiently large amplitude shock produces irreversible plastic deformation and relaxes the initial stress," Crowhurst said. "As the amplitude continues to increase, and if the shock drive is maintained, a steady-wave shock profile evolves, which propagates indefinitely without change in form."

But the team said that a fundamental understanding of shock-induced deformation is still lacking. In particular, little is understood about the behavior of materials, including metals, during the initial phase of shock compression and at high strain rates.

"Our original goal was not too ambitious," Crowhurst said. "We only wanted to show that measurements on ultrafast time scales could achieve consistency with longer time scale experiments. We did this, but then got a surprise ? unexpected insight into shock wave phenomena."

The researchers measured shock rises in aluminum and obtained shock stresses, shock widths and strain rates. They used the information to test the validity, at ultrahigh strain rates, of the invariance of the dissipative action, as well as the dependence of the strain rate on the shock stress.

Though completely destroyed at the end of the experiment, the research team was able to see the aluminum being compressed to 400,000 atmospheres in about 20 trillionths of a second.

Tourist flight crashes in Nepal, killing 19 aboard (AP)

KATMANDU, Nepal ? A plane carrying tourists to view Mount Everest crashed while attempting to land in Nepal on Sunday, killing all 19 people on board, including 13 foreigners, officials said.

Ten Indians, two Americans and one Japanese were among the victims, Tourism Secretary Ganeshraj Joshi said.

The turboprop plane belonging to Buddha Air was also carrying three Nepalese passengers and three crew members when it crashed in Bisankunarayan village, just a few miles (kilometers) south of the capital, Katmandu.

A witness, Haribol Poudel, told Avenues Television that the plane hit the roof of a house in the village and broke into several pieces. No casualties were reported on the ground.

Poudel said it was foggy and visibility was very low in the mountainous area.

Rewant Kuwar, an official at Katmandu's international airport rescue office, said 18 bodies were pulled out of the plane's wreckage, and another victim died after being rushed to a hospital.

The two Americans were identified as Andrew Wade and Natalie Neilan, while the Japanese citizen was Toshinori Uejima. Their hometowns and other details were not immediately known.

The Beechcraft 1900D plane ? manufactured by Raytheon Aircraft, now known as Hawker Beechcraft ? had taken the passengers to view Mount Everest and other peaks on a one-hour "mountain flight" and was returning to Katmandu.

The government ordered an investigation into the crash.

The weather on Sunday morning was foggy and the visibility was poor around Katmandu, according to meteorologist Rajendra Shrestha. The surrounding mountains were enveloped in fog and it was raining at the time of the crash.

The bodies were flown by army helicopter to Katmandu airport and transported to the Tribhuwan University Teaching Hospital for post-mortems.

Relatives of the Nepalese victims waited outside the hospital to claim the bodies, but were told by police that they would only be able to do so on Monday. Most Nepalese believe that people have to be cremated within a day of their deaths.

Officials from the Indian and U.S. embassies visited the hospital but did not speak to media.

?it helps save money, lowers flood-insurance costs, encourages safe building, smarter construction and mitigates against future risk,? Hunnicutt said.

The lower rating is due to the parish?s work educating locals about flood-risk management, aggressively pursuing elevation grant money and performing regular maintenance of levees and drainage. the parish also tracks flood damage to properties, requiring those with repeated damage to elevate or sell and move to higher ground.

Properties bought by the parish are converted to green space so no others build on high-risk land, Gordon said.

Terrebonne Parish President Michel Claudet said his administration has worked hard to improve the parish?s rating. it was an 8 when he entered office, and it dropped to a 7 in 2009.

?a two-point drop in these years is a great accomplishment,? he said.

Gordon said Terrebonne?s participation in the Community Rating system program has helped curb the parish?s flood risk. And discounts on flood insurance encourage locals to purchase flood insurance.

?We?re not going to stop there,? Gordon said. ?we have plans to go further, hopefully getting our rating to a 5, or a 4.?

The National Flood Insurance Program is the only local source of flood insurance. the program is set to expire on Sept. 30, after a temporary extension lapses. that short-term extension was passed last year to allow lawmakers time to reform the program, which has accumulated massive debt in the wake of Hurricane Katrina and other disasters.

A flood-insurance reform bill already passed the House, but a second remains stalled in the Senate.

Officials believe those reforms will not pass Senate muster before the flood-insurance program expires. a temporary extension will likely be passed this week as part of a short-term spending bill, said Luke Bolar, a spokesman for U.S. Sen. David Vitter, R-La.

That will extend the program through Nov. 18, allowing the Senate more time to pass the reform bill, he said.

The flood-insurance program was allowed to lapse several times last year as lawmakers passed repeated short-term extensions.

While short lapses don?t affect current policy holders, they prevent prospective buyers from closing on new homes because banks and other mortgage lenders require owners to have flood insurance.

The National Flood Insurance Program?s rates are currently considered by many to be too low for the risk they cover.

A reform bill that could allow flood-insurance rates to rise as much as 20 percent a year passed the House in July. currently rates may only rise by 10 percent per year. a bill introduced in the Senate would allow premiums to rise as much as 15 percent.

The reform bills would renew the National Flood Insurance Program for the next five years.

WASHINGTON - The Atlanta Braves still lead an NL wild-card race they already should have clinched.

Atlanta's offense was shut down Saturday by Chien-Ming Wang, who also drove in a run with his first career hit in a 4-1 victory.

With St. Louis rallying in the ninth inning to beat the Chicago Cubs, the Braves' lead over St. Louis was cut to two games with four remaining.

"It's another day knocked off the schedule," said Freddie Freeman, who homered for the Braves. "Obviously we're scoreboard watching."

Atlanta lost for the 16th time in its last 26 games.

"We've got to win ballgames," Braves manager Fredi Gonzalez said. "It's nice to watch the scoreboard and do all that kind of stuff, but we've got to win our games that are in front of us."

Making his 11th start since returning from a two-year layoff after shoulder surgery, Wang (4-3) allowed one run and four hits in six innings and lowered his ERA to 4.04. He struck out four and walked none.

"We couldn't figure him out," Freeman said.

Wang's RBI single off Brandon Beachy (7-3) capped a three-run fourth that put the Nationals ahead 4-0. He had been 0 for 32 at the plate in his career.

Danny Espinosa also hit a two-run single in the inning for Washington, which has won six of its last seven.

"When we beat the Braves, it's a good feeling. We want to fight for something," Espinosa said. "If we keep them out of the playoffs, we'll keep them out of the playoffs. No hard feelings."

Drew Storen pitched the ninth for his 41st save.

Wang never allowed more than one runner in an inning and also got help from his defense. The best play came at the end of the third inning, when centerfielder Rick Ankiel made a running catch at the warning track with his back to the infield on a fly ball by Michael Bourn.

Freeman's leadoff homer in the fifth tied Espinosa for the lead among NL rookies at 21.

Beachy struck out nine, but allowed four runs, five hits and four walks in six innings.

"At times, I feel really good. I feel dominant," he said. "Everything I'm throwing up there goes where I want it to, and then the next batter it's gone. I just have to find that consistency."

Beachy is 0-1 with a 5.27 ERA in his last five starts.

"That's the growing pains of a young pitcher," Gonzalez said. "Sometimes you sit around and forget this is his first year in the major leagues, he's pitching in a pennant race, trying to learn and trying to get better."

Atlanta put runners on the corners with one out in the eighth. Bourn, who leads the majors with 58 stolen bases, was thrown out attempting to steal second base by catcher Ivan Rodriguez. Martin Prado then flied out.

"We just didn't get anything going offensively," Gonzalez said. "They did a nice job of keeping us off balance."

$16 muffins lead to review of meeting expenses (Reuters)

WASHINGTON (Reuters) ? President Barack Obama on Wednesday ordered federal agencies to review expenses for conferences after an embarrassing report revealed the Justice Department served $16 muffins at a 2009 gathering.

Office of Management and Budget chief Jack Lew directed agency heads to conduct a thorough review of how taxpayer dollars are being spent on conferences.

Under the directive, a deputy secretary or other senior agency official will have to approve conference-related expenses while the review is underway.

A report by the Justice Department's Office of Inspector General on Tuesday said the agency spent $121 million on conferences over two years, exceeding its own spending limits.

Some of the spending appeared to be "extravagant and wasteful," the audit said.

"We found the Department spent $16 on each of the 250 muffins served at an August 2009 legal conference in Washington," the report said.

The audit focused only on 10 conferences held during the 2008 and 2009 fiscal years.

Other examples of waste reported were snacks at $32 per person, $10 brownies, $8.00 coffee, and nearly $600,000 for event planning services for five conferences.

Deputy Attorney General James Cole said on Wednesday the Justice Department took steps in 2009 to curb wasteful or excessive spending for conferences.

"At the beginning of this year, the attorney general issued a memo ordering the reduction of spending, including the suspension of all nonessential conferences," Cole said in a statement.

Vice President Joe Biden, who leads the administration's effort to cut waste at federal agencies, last week asked Cabinet secretaries to do more to end unnecessary spending.

He said he expects a progress report from agency heads at their next meeting in December, including "what they are doing to get on top of conference-related expenses."

"Every day, middle-class families are making tough choices to make ends meet," Biden said in a statement.

"It is our responsibility to make sure that their taxpayer dollars are not wasted."

Two Koreas say talks are constructive and useful (Reuters)

BEIJING/SEOUL (Reuters) ? Bitter rivals North and South Korea held a second round of "constructive and useful" dialogue on Wednesday as momentum builds for a resumption of six-party talks on dismantling Pyongyang's nuclear weapons program.

The nuclear envoys from the two Koreas met in Beijing for their second meeting in two months, amid a thaw in tensions on the divided peninsula after relations nose-dived last year to the lowest level in nearly two decades.

"We talked about nuclear issues, and this is part of our effort to resume six-party talks. We will continue to make these efforts in the future," the South's envoy Wi Sung-lac told reporters, according to the South's Yonhap news agency.

But the two failed to bridge their differences over the starting point for a new round of the six-party talks, which also involve China, the United States, Japan and Russia.

The North's Ri Yong-ho echoed remarks by Wi, saying the talks were "constructive and useful." He maintained, however, that six-party talks should be held without preconditions.

Seoul and Washington insist that Pyongyang must first halt its nuclear activities, including its uranium enrichment program, and allow the return of international nuclear inspectors before talks can restart.

Experts say the six-party process appears to be firmly back in the frame, but say it will be next year before the forum is reconvened.

"This is the beginning of what may well be a very long process," a diplomat based in Pyongyang told Reuters.

TRUST BUILDING

Ties between the two Koreas have deteriorated sharply since the six-party talks broke down over two years ago. The North has since conducted a nuclear and long-range missile test, and 10 months ago unveiled a uranium enrichment program which opens another path to make an atomic bomb.

Last year, Seoul also blamed the North for sinking one of its warships, an accusation Pygonyang rejects, and the secretive state carried out a first ever artillery attack on a civilian location on South Korean soil.

Under pressure from their main allies, Washington and Beijing, to calm tensions, the two Koreas have this year taken tentative steps to restart regional talks which offer the North economic aid in return for abandoning its nuclear ambitions.

In July, the two Koreas' nuclear envoys met for the first time in two years. That was followed by a top level meeting between American and North Korean officials a week later.

SANCTIONS

North Korea's leader Kim Jong-il has reached out to his old Cold War friends in Beijing and Moscow for help in getting the talks restarted, as U.N. sanctions have starved the country of economic activity and hard currency.

Kim has twice visited China this year and last month made his first visit first to Russia in nearly a decade. Pyongyang said on Wednesday it was sending its premier, Choe Yong Rim, to Beijing next week.

Analysts say the North is unlikely ever to give up its pursuit of nuclear weapons, as it sees an atomic bomb as the ultimate bargaining chip, as well as a deterrent against attack.

Experts say, however, the six-party talks still have an important purpose as they serve to contain the North's nuclear weapons program and prevent proliferation of technology to other countries such as Syria and Myanmar.

South Korean President Lee Myung-bak earlier said that giving up nuclear weapons program was a key first step toward eventual unification.

"The most important thing ... is to remove threats to peace on the Korean peninsula through denuclearization and to build mutual trust between the South and the North," Lee said in a speech after receiving a global leadership award in New York.

WASHINGTON--(BUSINESS WIRE)--The Naval Research Laboratory's Tactical Satellite IV (TacSat-4) has been encapsulated inside the fairing (nose cone) of an Orbital Sciences Corporation Minotaur-IV+ launch vehicle in preparation for a Sept. 27 launch from the Alaska Aerospace Corporation's Kodiak Launch Complex.

Developed, more rapidly and at lower cost, TacSat-4 supplements traditional communications satellites and provides much needed support to forward deployed forces at sea and Marines on the ground.

The Office of Naval Research (ONR) sponsored the development of the payload and the first year of operations. The Operationally Responsive Space (ORS) Office funded the launch that is managed by the Space Development and Test Directorate (SD), a directorate of the Air Force Space and Missile Systems Center (SMC).

TacSat-4 is a Navy-led joint mission which provides 10 Ultra High Frequency (UHF) channels and allows troops using existing radios to communicate on-the-move (COTM) from obscured regions without the need for dangerous antenna positioning and pointing. To augment current geosynchronous satellite communication, the TacSat-4 spacecraft will be deployed into a unique, highly elliptical orbit with an apogee in the high latitudes of 12,050 kilometers.

"Communication is a critical warfighting requirement," said Dr. Larry Schuette, ONR's director of innovation. "Developed, more rapidly and at lower cost, TacSat-4 supplements traditional communications satellites and provides much needed support to forward deployed forces at sea and Marines on the ground."

TacSat-4 provides flexible up and down channel assignments, which increase the ability to operate in busy radio-frequency environments and will cover the high latitudes and mountainous areas where users currently cannot access UHF satellite communications (SATCOMs). The NRL Blossom Point Ground Station provides the command and control for TacSat-4. The Virtual Mission Operations Center (VMOC) mission planning system allows dynamic reallocation to different theaters worldwide that enables rapid SATCOM augmentation when unexpected operations or natural events occur.

TacSat-4 is an experimental spacecraft that will test advances in several technologies and SATCOM techniques. Ultimately, TacSat-4 will augment the existing fleet by giving the SATCOM Support Centers (SSC) an additional space asset to provide communications to otherwise under-served users and areas that either do not have high enough priority or do not have satellite visibility. The project also helps define future options for launching one or more smaller, highly elliptical orbit (HEO) satellites allowing the military to achieve the benefits of a combined HEO and geosynchronous orbit constellation.

The spacecraft bus was built by NRL and Johns Hopkins University Applied Physics Laboratory (APL) to mature ORS bus standards. It was developed by an Integrated (government and industry) System Engineering Team, the "ISET Team," with active representation from AeroAstro, Air Force Research Laboratory, Johns Hopkins Laboratory APL, ATK Space, Ball Aerospace and Technologies, Boeing, Design Net Engineering, General Dynamics AIS, Microcosm, Microsat Systems Inc., Massachusetts Institute of Technology Lincoln Laboratory, Orbital Sciences, NRL, SMC, Space System Loral, and Raytheon. The Office of the Director of Defense Research and Engineering (DDR&E) funded the standardized spacecraft bus.

TacSat-4 is managed by the Naval Research Laboratory Naval Center for Space Technology and will be the 100th NRL built satellite launched into a celestial orbit.

1. Tuna and vegetable pitas. All you need for this is tuna fish, mayonnaise, cut up lettuce and cut tomatoes. Mix the tuna and mayonnaise up how ever you like it then cut the pita and stuff it with the cut tomato, lettuce and a scoop of tuna.
2. Peanut butter and jelly wraps. You will need cream cheese, peanut butter of your choice, any flavor jelly and tortillas. Mix cream cheese and peanut butter in a bowl until they are soft, and then spread over half of the tortilla, now you can spread the jelly on top and roll up the tortilla. Now eat
3. Salads make for a nice cool meal and fill you up. You can add lunch meat and cheese for a chef salad.

LONDON ? Six independent filmmakers have been detained in Iran, the BBC said Monday, denying an Iranian media report that the group were the broadcasters' staffers.

The filmmakers "are not BBC staffers," the broadcaster said in a statement.

Earlier Monday, Iranian state television reported that authorities had arrested five people for working for the BBC Persian service, alleging that the group was providing the London-based broadcaster with what it described as negative news reports on Iran.

The report did not identify the detained by their full names.

Iranian officials are strongly opposed to the channel, which they accuse, along with the British government, of fomenting the mass protests that broke out after Iran's disputed 2009 presidential election.

The BBC denies the charge, and says its satellite broadcasts are routinely jammed.

Senior BBC official Liliane Landor said the broadcaster considered the detentions to be "part of ongoing efforts by the Iranian government to put pressure on the BBC for the impartial and balanced coverage of its Persian-language TV of events in Iran and the wider region."

"I knew it was kind of coming down to me," Rose said. "Either I was going to fritter it away or make something happen to win the tournament. That's how it felt. I nearly took the 'chicken stick' out there and putted it on 17, and I had a little chat with myself. ... I said, 'These are the moments where tournaments are won.'

"It was an easy chip, it just needed committing to, just not wimping out."

It turned out to be the right move.

Rose chipped in for birdie to restore his lead, then played the 18th without fear to close out an even-par 71 and a two-shot victory that sends him to the Tour Championship with a shot at the $10 million FedEx Cup prize.

"It was just nice to have made the right decision and then execute it," Rose said. "That's a great lesson to learn that down the stretch. It does come down to one moment sometimes, and you just need to be ready for it."

Rose's third career PGA Tour win came at just the right time. He was at No. 34 in the FedEx Cup when he arrived at the third playoff event ? only the top 30 from the 70-man field at Cog Hill would advance ? and he moved to No. 3 with the victory.

"It was a slightly flat feeling when you look back because I might have had a chance to win the tournament," Ogilvy said. "But who am I kidding? It's my best tournament in months."

Donald, the world No. 1 who opened with a 75, closed with a 68 and finished alone in fourth.

The best part for Rose was walking to the 18th green without worry. After all that struggle, he reached the scariest hole at Cog Hill and put together his best two shots for a simple par.

"Wobbled a little bit but managed to get it done," Rose said. "And it was an amazing feeling making two great swings at the last and being able to enjoy the walk up there."
